Rent-controlled tenant complained of a rent overcharge. Landlord charged tenant $190 per month, but a prior DHCR order ruled that the Maximum Collectible Rent was $69 as of 1994. The DRA ruled for tenant. Landlord appealed, claiming that tenant's rent shouldn't remain frozen, since landlord restored services previously found to have been reduced. The DHCR ruled for landlord in part and sent the case back to the DHCR for reconsideration.
