Rent-controlled tenant complained of a reduction in services based on inadequate heat. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration based on restored services. The DRA ruled for landlord. Tenant appealed, claiming that there still was inadequate heat in the bathroom of her apartment. The DHCR ruled against tenant.

Landlord later applied for rent restoration based on restored services. The DRA ruled for landlord. Tenant appealed, claiming that there still was inadequate heat in the bathroom of her apartment. The DHCR ruled against tenant. The DHCR inspection conducted in January showed that the temperature was 69 degrees in the bathroom on a day when the outdoor temperature was 37 degrees. This confirmed landlord's claim that services were restored.
