Landlord Restored Community Room Use Before Inspection

Tenants complained of a reduction in building-wide services. Among other things, they claimed that landlord stopped providing a community room for daily use. The DRA ruled against tenants. They appealed and lost. Landlord had provided a large and a small community room. And, clearly, for some period landlord stopped providing the smaller room for this use. But landlord restored the service after tenants' complaint was filed and before the DHCR inspection. So there was no grounds for a rent reduction.
