Landlord Repaired Tenant's Windows

Tenant complained of reduced services, claiming that the windows were old, broken, and had no frames. Landlord argued that it had completed all repairs. A DHCR inspector found that the bedroom window needed caulking, and that new windows had been installed throughout the apartment. But the DRA ordered a rent cut anyway, and landlord appealed. Landlord wins. It had replaced all the windows as part of a major capital improvement project, so tenant's complaint had been substantially addressed.
