Landlord Rented Illegal Basement Apartment

DOB issued a violation notice to landlord for adding an illegal basement apartment to a one-family house. Landlord objected to the amount of per day additional fines charged. The ALJ ruled against landlord. Landlord appealed and lost. Landlord was fined additional per day penalties for the maximum 45 days. Landlord had tried to evict illegal basement tenants three months before actually doing so. But this didn't change the fact that the violation remained uncorrected for some time after that attempt. The maximum penalty was reasonable.
