Landlord Removed Wall

Tenant complained of a reduction in services based on landlord's removal of an interior apartment wall. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that this wasn't a reduction in services and that, in any event, landlord offered to install a ''tension wall,'' which tenant refused. The DHCR ruled against landlord. Tenant moved into a four-room apartment with two bedrooms. Landlord had to tear down a wall between the two bedrooms because it was an ECB violation. So this gave tenant only one bedroom. This was a reduction in services. And landlord didn't offer to put up the tension wall until after the DRA ruled on tenant's complaint.
