Landlord Proved RR-1 Was Hand-Delivered to Tenant

Tenant filed a fair market rent appeal. Landlord claimed that it wasn't filed on time. The DRA ruled for tenant and reduced tenant's rent. Landlord appealed and won. Landlord's managing agent believably testified that he personally delivered the RR-1 form to tenant on Jan. 13, 1991, the day tenant signed the lease. Tenant's claim that landlord sent her the RR-1 form in November 1991 wasn't believable. Tenant didn't file her fair market rent appeal within 90 days of getting the RR-1 form. So her complaint was dismissed.
