Landlord Proved Renewal Offer Mailed to Tenant

Tenant complained that landlord didn't offer her a renewal lease. The DRA ruled against tenant. She appealed and lost. Landlord claimed that it sent the renewal offer by personal delivery and by certified mail. Landlord presented proof of mailing. Tenant presented no contrary proof.
