Landlord Proved Improvement Costs

Tenant filed a fair market rent appeal. Landlord claimed that it had made a number of apartment improvements before tenant moved in and that the cost should be included in calculating the legal rent. The DRA ruled against landlord in large part, disallowing a number of landlord's claimed costs. Landlord appealed and won. Landlord showed that it had submitted to the DRA an invoice from a contractor for $9,000, along with two canceled checks, totaling $9,000, which were stamped by the contractor as payments for the apartment work.
