Landlord Proved DOB Approved Plans

Landlord applied to the DHCR for permission to evict all tenants and demolish the building. While its application was pending, landlord settled with all but one tenant. Tenant claimed that DOB hadn't approved landlord's demolition plans. The DRA ruled for landlord. Tenant appealed and lost. Landlord proved that DOB did approve its demolition plans. Landlord was entitled to a certificate of eviction. Landlord must pay tenant relocation and moving expenses, a stipend, and other benefits as stated in the DHCR's Operational Bulletin 2002-1.
