Landlord Proved Cost of Improvements

Tenant complained of a rent overcharge. The DHCR ruled against tenant, finding no overcharge. Tenant appealed and lost. The DHCR's decision was reasonable. The DHCR found that landlord's signed contracts, invoices, and canceled checks supported its claim that apartment improvements were done before tenant moved in. This justified the vacancy rent increase landlord charged tenant. Tenant submitted no proof to support his claim that landlord misrepresented the work done or exaggerated its cost.
