Landlord Proved Compelling Need for Apartment

Landlord applied to the DHCR for permission to recover rent-controlled apartment for owner occupancy. The DHCR ruled for landlord, finding that landlord showed good faith and immediate and compelling need for apartment. Tenant appealed and lost. The DHCR's ruling was based on substantial evidence, including consideration of landlord's possible self-interest.
