Landlord Proved Base Date Rent

Tenant complained of a rent overcharge. The DRA ruled for tenant because landlord didn't submit a complete rent history. Landlord appealed. Landlord had submitted copies of rent ledgers two months prior and two months after the date of decontrol, as requested by the DRA. Landlord's records sufficiently proved the apartment's base date, and there was no rent overcharge.
