Landlord Proved $32,000 Cost of Renovation

Tenant complained of a rent overcharge. The DRA ruled against tenant. Tenant appealed, claiming that landlord didn't prove it paid $32,000 for apartment improvements made before tenant moved in. The DHCR ruled against tenant. Landlord proved its costs. It submitted copies of canceled checks and a sworn statement from its contractor that he received the amount claimed for the renovation work. The DHCR inspection confirmed that the claimed work had been done. The DRA properly allowed an $800 rent increase based on the 1/40th improvements.
