Landlord Paid Full Contract Price in Installments

Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord in part but disallowed any increase for pointing/ waterproofing and some other items because landlord hadn't fully paid for the improvements. Landlord appealed and won. DHCR policy permits landlords to use installment contracts by which landlord makes some payment after the work is completed. And landlord advised the DHCR that it was paying for the work in installments. Landlord submitted with its PAR additional checks showing that it continued to make payments as per the contract.
