Landlord Not Responsible for Sidewalk Shed Erected by HPD

DOB issued a violation notice to landlord for erecting a sidewalk shed around its building without a permit. Landlord argued that HPD had put up the shed after filing its own application to do so. Landlord claimed that it therefore wasn't responsible. The ALJ ruled for landlord. DOB appealed and lost. HPD put the shed up without notice to landlord, and landlord wasn't responsible for obtaining any permit for it.
