Landlord Not Notified of Drain Condition

The DRA ruled for tenant and reduced his rent. Landlord appealed. The rent was reduced based on a finding of defective drains. Tenant's kitchen and bathroom sinks backed up. But tenant complained about rewiring and plumbing installation in connection with gas and electric service. There was nothing in the complaint to put landlord on notice about a drain condition.
