Landlord Must Continue Painting Inside the Closets of Rent-Controlled Apartment

Landlord painted inside the closets of rent-controlled tenant's apartment three years earlier. He had never done so previously. Landlord asked the DHCR if he was now required to continue painting inside the closets. In an opinion letter, the DHCR said yes. Landlord must continue painting all surfaces that were previously painted. This now included inside the tenant's closets.
