Landlord Maintained Courtyard Lawn

Tenants complained of reduced building-wide services. They claimed that landlord didn't maintain the building's courtyard lawn. The DRA ruled for tenants, and cut their rents. Landlord later filed an application to restore the rents, claiming that it was now maintaining the courtyard lawn by planting seeds and bushes. An inspection showed that some areas of the courtyard lawn were missing green. So, the DRA found that the courtyard wasn't being maintained and denied landlord's application to restore rents. Landlord appealed. The DHCR ruled for landlord and restored rents. Landlord's application shouldn't be denied simply because some areas were missing green. And only two tenants had objected to landlord's application to restore rents.
