Landlord Made Repairs After DRA Issued Order

Tenants complained of a reduction in building-wide services based on a roof door that needed repair. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost. Landlord claimed that it had advised the DRA that landlord had contracted for repair of the roof door by June 2006.
