Landlord later filed an application to restore rents, claiming that a super had been hired. The DRA granted landlord's application, and tenants appealed. Tenants didn't deny that there was now a super; they now claimed that he wasn't qualified. The DHCR ruled against tenants. Landlord had hired a super as required by the DRA's order.
