Landlord Hired Super

The DRA reduced tenants' rents because landlord wasn't maintaining services. The DRA found that landlord didn't have a superintendent or other responsible person at the building for emergency repairs or work. Landlord later filed an application to restore rents, claiming that a super had been hired. The DRA granted landlord's application, and tenants appealed. Tenants didn't deny that there was now a super; they now claimed that he wasn't qualified. The DHCR ruled against tenants. Landlord had hired a super as required by the DRA's order. And tenants didn't prove that the person hired wasn't qualified to do the job.
