Landlord Had Applied to Restore Rent Before Order Issued

Landlord applied for MCI rent hikes based on the installation of a water tank, rewiring, and exterior restoration. The DRA ruled for landlord, and tenants appealed. They claimed that landlord couldn't collect an MCI rent increase because there was a building-wide rent reduction order in effect before the DRA issued the MCI increase order. The DHCR ruled against tenants. Although there was a rent reduction order in effect before the MCI increases were granted, landlord had filed a rent restoration application before the MCI increase order was issued. This application was eventually granted.
