Landlord Got Notice of Pending Default

Tenant complained of a reduction in services. The DRA ruled for tenant because landlord didn't answer the complaint. Landlord appealed and lost. The DRA had sent landlord a notice of tenant's complaint and gave landlord 45 days to answer. The DRA's notice advised landlord that if it didn't answer, it would be considered in default and an order could be based on evidence in the file. When landlord didn't answer within 45 days, the DRA gave landlord a second chance. It sent landlord a final notice of possible default and gave landlord an additional 21 days to answer.
