Landlord Fined for Illegal Construction

The DOB issued a violation notice to landlord for performing construction work without a permit. There was a two-story, wood-framed detached structure with an attached wood deck at the building's second story and wood circular stairs at the rear of the dwelling. Landlord claimed that the structure was built before he bought the building. The ALJ ruled against landlord and fined him $500. Landlord appealed and lost. Landlord didn't present sufficient proof of when the structure was built. Sworn statements from neighbors referred only to a garage and not to the structure described in the violation notice.
