Landlord Fined for Failing to Obtain Heating Fuel Oil Storage Permit

The Fire Department issued a violation notice to landlord for not having a required permit for storage/use of fuel oil for heating. Landlord argued that the Fire Department wouldn't issue the permit because landlord disputed fees charged for annual permits even before it bought the building in 2010. The ALJ ruled against landlord and fined it $700. Landlord appealed and lost. Landlord hadn't paid the annual fees since it bought the building and presented no proof of any formal objection to the fees.
