Landlord claimed that it fixed the conditions before the required cure date. The ALJ ordered mitigated penalties of $1,700. Landlord appealed and lost. Landlord argued there should be no penalties since it cured the conditions before the required deadline. Correction of violations after the issuance of a summons doesn't relieve landlord of liability for penalties.
