Landlord Filed Rent Restoration Application After Base Date

Tenant complained of a rent overcharge. The DRA ruled for tenant. There was a rent reduction order in effect on the base date of tenant's complaint. Tenant's rent should have been reduced and frozen pending rent restoration. Landlord appealed and lost. Landlord's rent restoration application was filed after the base date for tenant's overcharge complaint. So the rent reduction remained in full force at the time of tenant's overcharge complaint.
