Landlord Didn't Submit DOB Electrical Sign-Off for Boiler Installation

The DRA denied landlord's application for MCI rent hikes based on the installation of a new boiler. Landlord appealed and lost. Landlord didn't submit a properly executed contract signed and dated by the owner and contractor as proof of the work done. Landlord submitted only an unsigned proposal for the boiler and a signed proposal for the demolition and removal of the old boiler. And landlord didn't submit the required electrical sign-off from DOB for the electrical work related to the boiler installation.
