Landlord Didn't Submit Canceled Checks

Landlord applied for MCI rent hikes. The DRA disallowed any increase for electrical upgrading because landlord didn't submit proof of the claimed $8,000 payment to the contractor. Landlord appealed, claiming that he wasn't given a sufficient chance to submit the missing documentation. The DHCR ruled against landlord. Landlord was given a full opportunity to comply. Landlord submitted three checks for the first time on appeal, and they were either made payable to ''cash'' or inconsistent with the invoices previously submitted.
