Landlord Didn't Store Recyclables

DOS issued a violation notice to landlord for not storing recyclables. The notice stated that cardboard boxes were set out at the curb for collection during a nonrecycling week. Landlord claimed that DOS gave him incorrect information about a change in their pickup schedule. The ALJ ruled against landlord. Landlord appealed and lost. If recycling pickups started every other week on the date that landlord claimed he was given three months earlier by DOS, then the date in question wouldn't have been a pickup day by landlord's own estimate.
