Landlord Didn't Sign Form Sent to Tenants

Tenants challenged landlord's 1988 fuel cost report. They claimed landlord didn't sign the report, that landlord didn't purchase the amount of fuel listed, and that the report contained inaccuracies. The DRA ruled against tenants, finding that landlord didn't collect a fuel cost adjustment for the year in question. Tenants appealed and showed that landlord collected a fuel cost adjustment in 1988. The DHCR ruled for tenants. The DRA's finding had been a mistake. Landlord's failure to sign the fuel cost report form he sent to tenants made the report invalid. So landlord couldn't collect a fuel cost adjustment in 1988.
