Landlord Didn't Provide Rent History

Tenant complained of a rent overcharge. The DRA asked landlord for a rent history, and landlord didn't comply. The DRA ruled for tenant, and landlord appealed. The DHCR upheld the DRA's ruling, and landlord appealed again. Landlord loses. The DHCR was unable to evaluate tenant's overcharge complaint because landlord didn't provide it with the rent history. So, landlord can't challenge the DHCR's ruling for tenant.
