Landlord Didn't Prove Regular Cleaning Schedule

DOS issued a violation notice to landlord for not keeping the sidewalk in front of her building clean. Landlord claimed that she swept the area once or twice a week. The ALJ ruled against landlord and fined her $50. Landlord appealed and lost. Landlord didn't show that the area was regularly cleaned and didn't deny the inspector's finding that there was litter strewn on the sidewalk at the time of inspection.
