Landlord Didn't Prove It Had Conducted Five-Year Test of Elevator

DOB issued a violation notice to landlord for not maintaining an elevator. The notice stated that the elevator wasn't tagged to show proof of a current five-year test. Landlord claimed it had placed the new tag on the elevator before the hearing date and shouldn't be penalized. The ALJ ruled against landlord and fined it $180. Landlord appealed and lost. The only proof that landlord submitted was a copy of a bill from an elevator maintenance company stating that elevator tags were installed. This didn't prove that a current five-year test had been performed.
