Landlord Didn't Paint Cabinet Interior

Rent-stabilized tenant complained of a reduction in services based on several apartment conditions. The DRA ruled for tenant and reduced his rent. Among other things, the DRA found that tenant's kitchen cabinets needed repair and that the interior of the cabinets needed painting. Landlord appealed, and argued that if the cabinet interiors needed painting, this was a minor condition that didn't warrant a rent reduction. The DHCR ruled against landlord, finding that this condition was not minor.
