Landlord Didn't Offer Timely Renewal Lease

Tenant complained that landlord didn't offer her a timely rent-stabilized lease renewal. Tenant said that landlord first offered her a renewal lease on March 7, 2007, even though her prior renewal lease expired on Jan. 31, 2007. The DRA ruled for tenant based on landlord's failure to answer tenant's complaint. The DRA directed landlord to offer tenant an amended renewal lease with a start date of July 1, 2007. Landlord appealed, claiming that it received tenant's signed renewal lease form in early March 2007, and mailed tenant a fully signed copy on March 13, 2007.
