Landlord Didn't Offer Renewal Lease to Tenant

Tenant complained of a rent overcharge. The DRA ruled for tenant. Landlord appealed, claiming that the DRA didn't properly calculate lawful rent hikes under tenant's leases. The DHCR ruled against landlord. Landlord didn't offer a renewal lease to tenant on time. Instead, landlord forced tenant to sign a new lease with a 16 percent vacancy increase. This lease was void because tenant can't waive her rights under rent stabilization.
