Landlord Didn't Maintain Fireplace Chimney Services

Rent-controlled tenant complained of a reduction in services based on landlord's failure to maintain chimney services. The DRA ruled for tenant and reduced her rent by $6.00 per month. The DRA's decision was based on an HPD violation for this condition. Tenant appealed, stating that the DRA's order incorrectly stated the year she moved into the apartment. The DHCR noted that this didn't affect the rent reduction order and otherwise upheld the DRA's decision.
