Landlord Didn't Fill Out Box on Rent Registration Form

Tenant complained of a rent overcharge. The DRA ruled against tenant. Tenant appealed, claiming that landlord hadn't checked off a box on the annual registration form indicating the apartment's prior status. The DHCR ruled against tenant. Tenant knew this information and wasn't harmed by landlord's clerical error. The apartment had been rent controlled until 1989. The first rent-stabilized tenant paid $600 per month in 1989. Tenant was charged $650 per month. There was no rent overcharge.
