Landlord Didn't File Timely PAR

Landlord applied for a certificate of eviction. The DRA denied landlord's application. Landlord appealed, but his PAR was dismissed as untimely. Landlord appealed the DHCR's decision. Both the trial court and appeals court dismissed landlord's appeal. Landlord's failure to timely file a PAR in proper form bars court review of the DHCR's decision.
