Landlord Didn't Document Repair Access Request

Rent-stabilized tenant complained of a reduction in services based on broken wall tiles in her bathroom. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost. Landlord claimed that tenant refused to give access on several occasions when landlord attempted to make repairs. But landlord didn't submit copies of two letters written to tenant attemptng to arrange access. The Rent Stabilization Code requires landlord to send these letters to tenant by certified mail, return receipt requested, at least eight days before the requested access date.
