Landlord Didn't Arrange for Con Ed Gas Hook-Up to New Stove

Tenant complained of a reduction in services because there was no gas service connected to her stove. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost. After giving tenant a new stove a year earlier, landlord claimed that it notified tenant in writing of two separate scheduled access dates for Con Edison to reconnect gas service to the stove. Landlord said that tenant didn't provide access to Con Ed on either date and that Con Ed then refused to service tenant's stove and closed her account.

But landlord didn't appear for a "no-access" DHCR inspection at the apartment, and didn't arrange for Con Ed to be there on that date. Landlord could have arranged another access date for Con Ed, because it had done so previously after Con Ed closed tenant's account.
