Landlord Corrected Enough Violations

The DRA issued an Order of Eligibility approving 1986/87 MBR increases. Tenant appealed, claiming that landlord hadn't made enough repairs to get a violation certification for the building. But HPD and DOB inspection reports showed that the required number of violations had been repaired. And one tenant who'd filed a service complaint about a specific violation got a rent cut. The DHCR found that tenant's complaint was, therefore, resolved and dismissed his PAR.
