Landlord Cleans Twice a Day

DOS issued a violation notice to landlord for having a dirty sidewalk. Landlord claimed that he cleaned twice a day. The ALJ ruled against landlord and fined him $50. Landlord appealed. Landlord submitted letters from neighbor witnesses saying that he cleaned twice a day. The house was near a busy corner, with a grocery store, drug store, and apartment building nearby. ECB revoked the fine, finding that landlord used reasonable cleaning efforts.
