Landlord Claims Tenant Installed Iron Gate

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled against landlord after inspection. Landlord appealed, arguing that defects to the sliding glass door were corrected, that a new glass door was installed, and that the iron gate, which tenant had installed years earlier, wasn't a basis for a rent reduction. The DHCR ruled for landlord and reopened the case. It was unclear whether landlord provided the iron gate as a service to tenant's apartment. The case was sent back to the DRA for further investigation.
