Landlord Changed Intercom System without DHCR Approval

Rent-stabilized tenant complained of a reduction in building-wide services based on landlord's removal of an old intercom system. Landlord's new system required tenant and doorman to communicate via tenant's cell phone. The DRA ruled against tenant, who appealed and won. Landlord didn't request permission from the DHCR to change the intercom system before doing so. So the change in intercom service resulted in a decrease in services. Tenant's rent was properly reduced.
