Landlord Can't Make Repairs During Regular DHCR Inspection

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled against landlord. Landlord appealed, claiming that tenant had refused to permit repairs during the DHCR inspection. The DHCR ruled against landlord. Landlord can make repairs during a ''no-access'' inspection scheduled by the DHCR after landlord shows that tenant refused to give access for repairs. But tenant doesn't have to permit repairs during a regular inspection scheduled to view apartment conditions.
