Landlord Can't Amend Rent Registrations to Change Tenant Name

Landlord asked the DHCR to amend annual rent registrations for one apartment for years 2013 through 2016. The DRA ruled against landlord, who appealed and lost. Landlord asked the DHCR to change the tenant's name from Atanas Stoychev to George Stoychev. Landlord claimed that it made a clerical error. But tenant argued that Atanas Stoychev was the tenant of record. The DHCR found that an incorrectly identified tenant for four consecutive years was simply not the sort of mistake that could be called ministerial or clerical.
