Landlord Can Collect $10 Increase for Window Guards

Landlord asked the DHCR if it could collect window guard rent increases from rent-regulated tenants in Mt. Vernon. In an opinion letter, the DHCR said yes. Local laws in Mt. Vernon contained rules similar to those for New York City. These rules are summarized in DHCR Fact Sheet #25 (Window Guards). Landlord was entitled to collect a temporary surcharge of up to $10 per window guard.
