Landlord Can Charge More than Public Assistance Rent

Tenant complained of a rent overcharge. Landlord claimed that there was no overcharge and that tenant, in fact, owed back rent. Public assistance paid a portion of tenant's rent, and tenant didn't pay the balance. The DRA ruled against tenant, finding no overcharge. Tenant appealed and lost. There was no overcharge. The fact that public assistance paid part of tenant's rent didn't mean landlord wasn't entitled to collect the balance of rent due, as long as it wasn't more than the legal regulated rent.
